- The HKTB ‘Local Tour’ Programme (the ”Programme”) runs from 10 December 2021 to 31 August 2022 (inclusive) unless otherwise stated. The spending period will be from 10 December 2021 to 30 August 2022; booking period will be from 17 May 2022 ; and the departure period will be from 24 May 2022 to 31 August 2022 inclusive.
- Upon spending HK$800 or more (each set of original machine-printed receipt(s) up to a maximum of two receipts can only be redeemed once per person) at physical retail*and/or physical dining# outlets (as defined above) in Hong Kong during the promotion period, participants can redeem a local tour under the Programme (“Tour”) while stock lasts. There is no limit to the number of Tours redeemable, as long as the minimum requirements on spending limit and machine-printed receipt(s) are met and the Tour is available. Participants shall contact Participating Travel Agent to book the Tour within the redemption period (last departure date is 31 August 2022).
All Participants shall fulfil all the following requirements:

No processing or transformation of the goods should be involved in the resale process. This definition is widely applied in official industry statistics. For example, tangible goods do not include personal services, agency services, prepaid/gift cards, admission tickets, tokens, transport tickets, financial products, foreign currency exchanges etc, and the customers of tangible goods should not primarily be industrial, commercial and institutional users, or other retail users. Hence, this Programme does not cover stores primarily engaged in personal and business services. The determination as to whether resale is without transformation or whether goods are sold mainly to the general public for personal or household consumption will be made conclusively by Hong Kong Tourism Board (‘HKTB’).
# Dining outlets should hold a valid food business licence issued by the Food and Environmental Hygiene Department. For the avoidance of doubt: (i) only purchases with full payment made in person at physical outlets are eligible for this offer; (ii) online purchases, whether made with full or partial payment and whether for delivery of the goods, foods, beverages or any other item to a designated delivery address or for pickup at a physical outlet, are not eligible for this offer; and (iii) any reference to the expression “physical” in respect of retail and/or dining outlets shall be interpreted strictly in accordance with paragraphs (i) and (ii) above in addition to all other terms and conditions.
- Receipts from purchases of admission tickets; cake coupons; cash vouchers; gift vouchers or cards; stored-value cards; stamps; tokens; subscription; stored-value membership cards; car washes; petrol filling; telecommunications services; medical services; beauty and massage services; course enrolment; banking services; insurance services; investment services; the Hong Kong Jockey Club betting services; charity donations; car parking; deposits of any retail or dining outlets; re-loading of Octopus card; PPS payments; legal fees; real estate agency commission; and rental payments are not eligible for the Programme. The above examples are not exhaustive and the decision of HKTB shall be final.
- Each participant (except for children aged under 3, who do not occupy a seat and with no meal arrangement, hereinafter referred to as the “Accompanied Child / Children”) should provide no more than two original machine-printed receipts for purchase of HK$800 or more at physical retail and/or dining outlets (as defined above) and pay a HK$100 deposit/specific tour fee before the Tour departure date to join the Tour. No receipts will be returned to the participant afterwards. Participant will be ineligible to join the Tour and will not receive any compensation if he/she fails to provide the original machine-printed receipts.
- Each participant can only reserve a seat for one Accompanied Child. This arrangement is only applied to those aged 18 or above.
- Participating Travel Agents will offer local travel insurance which includes coverage against COVID-19 to all Tour Participants, including accompanied children, age limit, exclusions and other terms and conditions apply to such insurance. Please check with the designated travel agent for final arrangement and coverage of the travel insurance for the Tours. Additional insurance protection can be purchased by the Tour Participants to meet his/her needs.
- If Accompanied Children have reached the minimum age requirements of an attraction on the Tour, their parent or legal guardian shall be responsible for the charges for the entrance tickets.
- Participants aged under 18 must be accompanied by a parent or legal guardian for the Tour. The parent or legal guardian shall also provide the machine-printed receipt(s) on required spending limit separately in order to join the Tour (except for Accompanied Children).
- Subject to the provision of machine-printed receipt(s) on spending limit under clause 2, each participant can sign up for a total of four persons per departure date per booking.
- After the registration, if the participant cancels the reservation or changes the date or the name of the participant(s) for any reason, it will be regarded as a cancellation and the deposit/ specific tour fee paid will not be refunded.
- A valid machine-printed receipt(s) must clearly specify the merchant’s name, item(s) purchased, date and purchase amount.
- No re-printed or copied receipts are acceptable for booking and/or joining the Tour.
- Other promotional offers, discounted items, fixed price items, coupons/vouchers, bonus point programmes, or internal offers of the Participating Travel Agents cannot be used in conjunction with the Tour, unless otherwise stated.
- Tour cannot be exchanged for cash, other products or discounts and are not transferable.
- Gratuities for tour guides and any additional charges shall not be collected for the tour.
- No prior notice will be given if individual Tour is fully booked. Tours are available on a first come, first served basis while stocks last.
- Participants can either reschedule the departure date or get back the original machine-printed receipt(s) and deposit/specific tour fee refund from the Participating Travel Agent within 30 days of Tour cancellation (as the case may be) in any of following cases:
- If the number of participants does not meet the minimum group size, and/or there are problems with transportation or attractions, participants will be notified at least two days prior to the departure date (excluding the day of departure).
- If the working staff accompanying and/ or receiving the tours have undergone a rapid antigen test or polymerase chain reaction-based nucleic acid test for COVID-19 with a positive result on the tour departure date.
- On the day of the Tour, all Participants must:
- scan the LeaveHomeSafe QR code when boarding a means of transport and/or entering a venue (including attractions, restaurants) whenever applicable (except those who are aged 15 or below and aged 65 or above) ^
- comply with all applicable rules and regulations as set out by the Hong Kong Government in relation to the local tours and/or the Tour Participants; and
- complete and sign a Health and Vaccination Declaration Form before the Tour departure
^ Please refer to the latest government regulations.
- Arrangements for rainstorm or typhoon signals and other special circumstances:
- If either Tropical Cyclone Warning Signal No. 8 or above or the Black Rainstorm Warning Signal is issued and still in force two hours before the Tour's assembly time, or expected to be issued within two hours of the departure time on departure day, the Tour will be rescheduled. If Tropical Cyclone Warning Signal No. 1, No. 3 or the Yellow or Red Rainstorm Warning is hoisted, the Tour will start as usual.
- If the Hong Kong Observatory hoists the Black Rainstorm Warning or Tropical Cyclone Warning Signal No. 8 or above during the Tour, the Tour may be discontinued to ensure the safety of Tour Participants without compensation.
- Please check with respective Participating Travel Agent for final arrangement.
- All tours under the Programme are registered and Participating Travel Agents have signed the ‘Anti-epidemic Undertakings for Local Tours’ under Travel Industry Council of Hong Kong. Participants are required to facilitate the Participating Travel Agents to comply with the Undertakings.
- Participating Travel Agents are solely responsible for all products, services, consultations and advice offered to eligible Tour Participants of the “Tours”. HKTB is not the provider of any of these products, services, consultations and advice and makes no representation, warranty nor shall be liable in relation thereto.
- Each Tour Participant is required to have their body temperature measured before the Tour departs and to wear a surgical mask during the Tour. On the day of the Tour departure, each Tour Participant must ensure that he/she:
- did not visit the countries/districts in which a mandatory quarantine is required in at least the last 14 days;
- did not have close contact with anyone who is a confirmed or preliminary positive case of COVID-19 infection in Hong Kong or overseas in at least the last 14 days;
- does not have a fever or are feeling unwell including symptoms of dry cough and shortness of breath. If the above-mentioned symptoms appear or have undergone a rapid antigen test or polymerase chain reaction-based nucleic acid test for COVID-19 with a positive result, participant will not be allowed to join the Tour without any compensation and the original machine-printed receipt(s) and HK$100 deposit paid /specific tour fee will be returned, and participant shall seek immediate medical attention. Participating Travel Agent reserves the right to request the participant to submit the medical certificate of said illness/ rapid antigen test or polymerase chain reaction-based nucleic acid test result.
- Details of Tour and departure period of the Tour are subject to the terms and conditions of Participating Travel Agent. HKTB and Participating Travel Agent reserve the right to amend, change or cancel any detail concerning the Tour or these terms and conditions at any time without prior notice.
- All Tours for the Programme are provided by Participating Travel Agent. HKTB shall not be liable in any way to any person (whether by way of indemnity or contribution or otherwise) for any claim whatsoever arising from or in connection with the Tour whether for property damage, personal injury or death or of any other nature whether or not the same is caused by the act, omission or negligence of the HKTB. Without prejudice to the foregoing, any claim or potential claim participant may have against HKTB in connection with the Tour shall be deemed to be fully waived by participant.
- Employees of Hong Kong Tourism Board and Participating Travel Agents will not be eligible to participate in the Programme.
- In case of any dispute between you and Hong Kong Tourism Board or Participating Travel Agent, the decision of Hong Kong Tourism Board or Participating Travel Agent (respectively) shall be final.
- In case of any discrepancy between the English and Chinese versions of these terms and conditions, the English version shall prevail.

Contact a Participating Travel Agent directly to make a reservation for the tour according to its contact method under the programme website. All the receipts will not be returned. Some travel agents may request for participants’ vaccination proofs during reservation.

- Discounted Staycation Offers cannot be exchanged for cash, other products or discounts and the redeemed Discounted Staycation Offers are not refundable.
- Discounted Staycation Offers only apply to the offers with overnight hotel accommodation and are not applicable to packages which consist of only hotel dining or other consumption or services in hotels.
- Discounted Staycation Offers are available on a first come, first served basis subject to availability according to the time when the hotel receives the booking request and receipt(s) copies. - After the hotel booking is confirmed, if the participant cancels the reservation or changes the date or the name of the participant(s) for any reason, any cancellation or rescheduling will be subject to the Participating Hotel’s terms and conditions.
- Each participant should provide no more than two original machine-printed receipts for purchase of HK$800 or more at physical retail and/or dining outlets in Hong Kong, the copy(ies) of which should have been provided to the Participating Hotel for booking confirmation. No receipts will be returned to the participant afterwards. Participants will not be eligible for the Discounted Staycation Offer if he/she fails to provide any of the above information to the Participating Hotel and will be required to pay the staycation offer at its original selling price without the discount under this Programme.
- Credit card details may be required by the Participating Hotels for payment guarantee purposes and the collection of such details shall be subject to the relevant privacy policies of the respective Participating Hotels.
- Participating Hotels are required to operate in accordance with the Hong Kong SAR Government’s anti-pandemic regulations and other social-distancing measures. Participating Hotels on the ‘List of Buildings with Confirmed/Probable Cases of COVID-19’ announced by the Government may at HKTB’s sole discretion be removed or suspended from the Programme for such period as HKTB deems appropriate.
- Participating Hotels are solely responsible for all products, services, consultations and advice offered to eligible participants under the Programme. HKTB is not the supplier of any of the products, services, consultations and advice and makes no representation, warranty relating or in connection with the Discounted Staycation Offers provided by the Participating Hotels and shall not be liable in relation thereto.
- Details of staycations are subject to the terms and conditions of the Participating Hotel. HKTB and/or Participating Hotels (as applicable) reserve the right to amend, change or cancel any detail concerning the staycation or these terms and conditions at any time without prior notice.
